The future direction of Rating Authority Valuations

Background
On 1 December 2008, Land Victoria released a discussion paper – The future direction of Rating Authority Valuations in Victoria. It outlined the proposal to centralise rating authority valuations (RAV) statewide by moving responsibility for RAV from councils to the Valuer-General. Submissions in relation to the discussion paper closed on 16 February 2009.

Information sessions about the proposal were conducted by the Valuer-General in December 2008 and January 2009.

The Victorian Government considered all written submissions received in response to the discussion paper as well as the feedback gained from the statewide information sessions. This resulted in a revised initiative being developed.

Victoria’s rating authority valuations are the ministerial responsibility of the Minister for Environment and Climate Change. The Act’s functions are carried out by Valuer-General Victoria, operating as part of Land Victoria.

Since the Valuation of Land Act 1960 was proclaimed, Victorian councils have been responsible for revaluing properties in their municipalities with the Valuer-General having statutory responsibility for certifying rating authority valuations.

The Rating Authority Valuations Initiative
The government announced the Rating Authority Valuations Initiative on 26 June 2009.

Under the initiative, the Valuation of Land Act 1960 will be amended to allow councils to voluntarily transfer their existing valuation responsibilities to the Valuer-General of Victoria from the 2012 revaluation cycle.

Valuation of Land Amendment Bill 2009
The Valuation of Land Amendment Bill 2009 has been introduced into Parliament. The second reading was on 2 September 2009.
