Review of Spatial Information Access and Distribution in Victoria

Prevous Report: Post workshop review The Post workshop discussion paper (8 Pages - below) provides an analysis of the issues discussed at the Access and Distribution Workshop held on 20 February 2004. Comments can be made to land.channel@dse.vic.gov.au by May 21 2004. Following receipt of comments, the Discussion Paper will be amended prior to convening a second brief stakeholder meeting in early June 2004 to finalise the proposed Access and Distribution Consultancy recommendations to Government. Review This review arises from a recommendation of the Review of Survey and Spatial Information, and the Government’s response to it: Recommendation R4.13: It is recommended that, in view of the range of access, pricing and licensing issues covered in other recommendations and in view of technological advances in data delivery capabilities, that the existing Data Services Provider and Value Added Reseller arrangements be reviewed. Response: Agreed in principle This recommendation was based on broad consultation across the spatial information industry, which indicated a level of dissatisfaction with the existing arrangements for access to and distribution of spatial information in Victoria through the Data Service Providers (DSPs) and Value Adder Resellers (VARs). A summary of the stakeholder feedback to the SSI Review is provided in Appendix A. It should be stated explicitly that the primary concern of this review is the administrative and contractual arrangements under which DSPs and VARs operate, as these are considered to be the primary cause of issues, rather than the performance of specific DSPs or VARs.
