NEW Annual Vicmap Catalogue 2009/10
The new look annual catalogue of all Vicmap Products is now available. A full colour published version is available by emailing vicmap.info@dse.vic.gov.au. Individual Vicmap Product sheets in PDF are available from http://www.dse.vic.gov.au/vicmap

NEW Vicmap Bulletin Quarterly Summaries
The Catalogue features a sleeve at the back for NEW Vicmap Bulletin Quarterly Summaries. A PDF version is published on the website, to ensure customers have the very latest information on their products. These summaries include all changes to Vicmap, featured articles, a development update of each Vicmap product, distribution and website development news and related Spatial Information Infrastructure projects.The December Quarterly Bulletin will be released January 2010.

Coastal DEM and Contours now available
Department of Sustainability and Environment has just released Vicmap Elevation- Coastal 1m DEM and 0.5m Contours. This product provides a high resolution representation of natural relief features along the coast of Victoria. It includes a Digital Elevation Model (DEM) at 1m grid resolution and Contours with an interval of 50cm up to the 10 metre contour. The entire coastline is now available except for pockets within in Phillip & French Islands and some areas in Corner Inlet. Vicmap Features of Interest available 28 September
Vicmap Features of Interest database assist users in asset management, web based search and find, dispatch delivery and routing, and map production. DSE will be providing a dynamic database catalogue of features and sub features such as education centres, care and emergency facilities, fire lookout and transmission lines. Vicmap Features to be retired 23 September
Vicmap Features will be retired on the 23rd September. This product has had minimal maintenance over the years and ALL maintenance ceased in March 2009. The release of Vicmap Features of Interest will more than cover any previous requirement customers had for the original Vicmap Features data.
Some points of difference to note:
  • there is substantial authoritatively sourced and maintained priority features in the new Product
  • there is a new model
  • there are new descriptions - feature types and subtypes have been adopted from the Vicmap feature Catalogue
  • undefined buildings and landmarks (480,000 plus) are not included in the new Product. These undefined features are held as reference information.

Changes to Vicmap Products
Change #111 Withdrawal of redundant datasets in Vicmap Products
The following Vicmap datasets have been withdrawn from the indicated Vicmap product. These datasets contain no valuable information which is not present in the corresponding polygon dataset.
For instance water area features are found in HY_WATER_AREA_POLYGON with redundant information found in the two datasets- HY_WATER_AREA_CENTROID and HY_WATER_AREA_LINE. The latter two datasets will be withdrawn from VMHYDRO.

Change #109 Withdrawal of redundant datasets from Vicmap Elevation- 1-5m Contours & Relief
The EL_CONTOUR_TEXT_1TO5M dataset will be removed from the Vicmap Elevation- 1-5 Contours & Relief Product. Annotation height information held in the Elevation Product will be sourced from the base dataset- EL_CONTOUR_1TO5M.

Product Development
Address- Completion initiative
The Property Identifier Quality Audit (PIQA) identified local government assigned property addresses not apparent in Vicmap Address.
Over the period February to June 2009, 26 local government areas were targeted, to include as many addresses in Vicmap Address as possible. The focus was on integrating properties with numbered addresses to Vicmap, although thousands of road names were amended following Council ratification. Almost 33,000 addresses were either added or amended, continuing the rapid increase in quality and completeness of Vicmap Address in the past three years.

Hydro- Melbourne Water re-aligning waterways within their jurisdiction
Melbourne Water are utilising the Custodianship Program with DSE to improve the data quality and location of waterways within their area of responsibility. Melbourne Water is increasing the spatial accuracy by realigning the waterways data to suit their business needs to an improved accuracy of around 1:5,000. Customers will benefit from the more accurate positioning.

Imagery- More 2009 Aerial Photography now available
Various projects of varying resolutions, spectral bands, date of capture and project area are now available from 2005. All Projects are listed online. The imagery has been obtained from various projects over the State with most through the Coordinated Imagery Program. Seventeen new projects were released August 2009, which include the 2009 fires and the Mallee area. See http://www.dse.vic.gov.au/vicmap > Imagery from 2005.

Refer to the Annual Index Maps for the approximate extent of each Project.
Extent files from all projects are available detailed boundaries of each project can be viewed through the free map viewer ESRI ArcExplorer. Zipped attachments can be imported into those map viewers.

Position- Additional GPSnet Continuously Operating Reference Stations (CORS)
A number of new GPSnet CORS have been proposed to be installed by the Vicmap Position- GPSnet team by the end of 2009. Now GPSnet CORS sites include Pyramid Hill, Seymour, Newhaven, Wonthaggi and Mortlake. Completion of these sites will further densify the GPSnet coverage in regional areas across the state. Position- Two new AuScope Geoscience Australia CORS
Auscope’s Continuously Operating Reference Stations cover Australia. They fill some gaps in the Victorian CORS network and underpin the Geodetic framework across the country.
Two new AuScope Geoscience Australia CORS are operational at Beechworth and Portland.These sites will form the 2nd and 3rd Victorian AuScope sites to be constructed with the assistance of the Office of the Surveyor General Victoria in 2009. The first AuScope site constructed at Granite Rock near Bairnsdale in Eastern Victoria has been operational for some months now.

Two Value Added Resellers that provide Network Real Time Kinematic (RTK) correction signals within the agricultural users area from CORS reference stations with a horizontal accuracy of +/- 2cm is Leica Geosystems Pty Ltd & Geosolutions Australia. Others are being sought.

Property- Spatial Precision projects
In preparation for adjusting the spatial geometry of the parcel boundaries, SII have engaged in two separate projects to obtain survey accurate coordinates of the cadastral corners.
  • Re-establishment of Nominated Cadastral Corners- Four areas (Cranbourne West, Officer, Drouin and Epping) on the outer fringe of the Melbourne metropolitan region were identified as being in potential growth corridors and the cadastral corners along the road alignments were re-established in preparation for providing control to assist in spatial positioning of maintenance data.
  • Plan of Subdivision Survey Coordinate Extraction- Surveyors have been required to provide coordinates for perimeter corners since August 1995 and whilst, Vicmap Property had the ability to hold survey accurate coordinates since 1997, they were not populated. This project is revisiting the Plans of subdivision that are current in Vicmap Property (on a LGA by LGA basis) and extracting the perimeter coordinates where they exist. Currently 9 Rural LGAs have been processed with the remainder of the rural councils (40) programmed to be completed over the next two years. The processing of the metropolitan LGAs will follow.

Property- Parcel Cleansing Project
Land Registry have systematically be verifying the parcel representation of Vicmap Property through the Parcel Cleansing project and to date have correct 190,000 aspatial records and have provided approximately 4000 advice Improvement notices for rectification of the parcel spatial representation.

Transport- Private access roads destination tags
Trafficable roads on freehold land such as common property access on plans of subdivision and rural driveways have now been identified. The attribute of Road_Restriction = 5 identifies private access roads. All rural and metropolitan Local Government Areas have now been completed. This task was achieved using the most recent available Vicmap Imagery- Aerial Photography from 2005, and Vicmap Property as background layers.

Distribution News
Customers can now request weekly Vicmap data updates
As of July 2009 the key Vicmap Digital Products are refreshed and available on a weekly basis. Vicmap Address, Property and Transport are the most dynamic. Customers can now request weekly updates from your Vicmap Data Service Provider indicated at http://www.dse.vic.gov.au/vicmapdsp

Weekly Incremental supplies
From the first of July al Vicmap incremental capable products have been provided via the Incremental Update Format on a weekly basis. The reduction of the incremental interval by half will provide customers with timelier updates for use in business applications.

In November, all web information related to Vicmap will be moved the DSE web site at www.land.dse.vic.gov.au/vicmap. Future Bulletins will indicate when you may need to change your browser bookmarks or favourites. This will remove much duplication in Government website information.

Vicmap Custodial Officers want to meet their key customers
Vicmap Custodial Officers are interested in getting information directly from the key users of each Vicmap Product. Over the next nine months we will be seeking feedback on a range of product issues initially via an online survey, then direct follow-up via phone, or face to face meetings may be sought. Positioning Regional Victoria
This project will provide high accuracy positioning and navigation corrections for Global Navigation Satellite System (GNSS) applications state-wide. On completion of the entire program, Vicmap Position – GPSnet will consist of approximately 102 GNSS CORS across the whole State and improved autonomous satellite positioning accuracy from 10-20 metres to a nominal state-wide real-time horizontal accuracy of +/-2cm. The Proposed CORS GPSnet network densification and rollout stages is located at http://www.land.vic.gov.au/gpsnet. Select the Positioning Regional Victoria link.

Almost all 23 stage 1 PRV sites have been identified, with PRV hosts now in the process of finalising and signing hosting agreements. It is envisaged that Stage 1 will be completed, and provide near full Network RTK coverage in the area by the end of 2009.

Spatial Vision's Vicmap Books comprise high quality 1:100,000 topographic maps (with 1:50,000 for selected areas) as well as detailed township maps with the latest Vicmap data and emergency service features. Much of this information is derived from Vicmap resources.

Input into Vicmap Mapbooks by CFA
CFA brigades have been providing feedback for the second edition of Spatial Vision Vicmap Book for the South East and North East areas. A good response and relatively minor number of changes reflected the quality of Vicmap resources. Approved edits have been incorporated into Vicmap.

Changes to Vicmap Products

Change #108- Withdrawal of redundant Vicmap datasets
It is proposed that the following Vicmap datasets will be withdrawn from the relevant Vicmap product on the 1 July 2009:

    el_grnd_type_area_centroid

DSE used to send separate centroids and lines (points and polygons) of these features, now they are combined together, so these individual datasets contain no valuable information which is not present in the corresponding polygon dataset.

For instance water area features are found in hy_water_area_polygon with redundant information found in the two datasets; hy_water_area_centroid and hy_water_area_line. The latter two datasets will be withdrawn from VMHYDRO.

Change #95 Address- add_feature_id_quality_id field to Vicmap Transport
There are thousands of Local Government assigned property addresses (number/road name/locality) where no constructed road exists, with some 2755 existing in the Shire of Wellington alone. These generally relate to inappropriate or undeveloped historical subdivisions, that continue to be rated as individual properties.

The named but unconstructed roads are often termed paper roads as they are only visible on a paper subdivision plan. Vicmap Transport does not include unconstructed roads.

It is intended that each paper road address identified by local government will be attributed with ‘PAPER ROAD ONLY’ road in the add_feature_id_quality_id field.

Change #97 VMLITE_LOCALITY hierarchy codes re-order
The change involves re-ordering of the hierarchy codes, resulting in making them more logical and allow future expansion.

Change #100 Notice of Intention to remove Unconnected_Centroid table from Vicmap Property
SII will remove the Unconnected_Centroid table from both the Vicmap Property Standard and the Vicmap Property Simplified 1 data models at the creation of the next set of Incremental Update Format (IUF) seed files.

Change #104 New dataset in Vicmap Admin
A new dataset named "Legislation_Leghold_Trap" has been added to the Vicmap Admin product. This dataset identifies regions where the Minister for Agriculture has authorised large leghold trap use under Sec 15B(3) of the Prevention of Cruelty to Animals Act 1986. The dataset is statewide and based on parish areas. It will be released in Vicmap Admin in the next IUF load.
