Pricing

Pricing and licensing guidelines for geospatial information support the commercial and legal platform required to safeguard the interests of both providers and users alike.

Vicmap Products - Pricing & Distribution
Vicmap is a set of geospatially related data products made up from individual datasets. They are the underlying foundation to Victoria's primary mapping and geographic information systems.

Vicmap products are produced and managed by Spatial Information Infrastructure, Department of Sustainability & Environment.

Victorian Government Pricing Policy
The Victorian government has a policy of full cost recovery for all products and services, unless there is a specific policy direction to the contrary.

The existing pricing policy for spatial information products is set out in the Victorian Geospatial Information Strategy 2000-2003 (VGIS). In brief, the pricing policy for Vicmap has two objectives:

  • pricing should not be an impediment to use; and
  • revenue should be adequate to provide for the maintenance and development of Vicmap, to the standard required by its users.
Price Review
VGIS was endorsed by Cabinet in 2001, and its pricing policy confirmed, subject to review of pricing levels to ensure that Victoria is achieving appropriate cost recovery. Land Victoria has undertaken this pricing review and developed a pricing framework to allow it to appropriately determine the price of Vicmap products. The prices determined as a consequence of the review was put in place in July 2002.

Distribution Policy
Vicmap is distributed by Data Service Providers (DSPs), with Department of Sustainability & Environment (DSE) taking a wholesale role. The objective of this approach is to promote industry development, and for DSE to focus on production and development while DSPs focus on marketing and sales. There is a small group of users who obtain Vicmap products directly from DSE, generally as a result of an existing contractual arrangement or agreement. Multiple DSPs have been engaged to provide a competitive market.
