VICNAMES Roadshows in May 2008

VICNAMES, the online Register of Geographic Names in Victoria, has been upgraded. The new website has improved functions for naming authorities and for the first time historical information on place names can be submitted and searched by public users. Historical Content Administrators have been appointed to approve, edit or reject historical information.

To demonstrate the improved VICNAMES site, the Registrar of Geographic Names, John Tulloch, convened a series of workshops around the state during May 2008. The Registrar was joined by Yvonne Thompson from the Emergency Services Telecommunications Authority and Leonie Parkinson from auCD, who talked about how communities can register their geographic domain name for a community website portal.

Over 250 people from 76 Victorian Municipal Councils, 30 Historical Associations and 5 Service Providers attended and made the workshops a resounding success.


VICNAMES- presentation information, forms, guidelines and legislation

General Information
The workshops provided information on the work of the Registrar of Geographic Names. Details were presented on the Geographic Place Names Act (1998), the Guidelines for Geographic Names (2004), and the electronic VICNAMES website, which contains the official list of geographic names in Victoria.

Municipal Councils were shown how they can register new feature names using VICNAMES, and the uses of the website for registering historical information were also demonstrated.

Road Names
The processes of registering, changing or removing road names from the Register were demonstrated. The new Road Name Maintenance Forms (RNMF) were handed out in draft-format, and discussion was held on the proposed Subdivision Road Name Proposal process. The new RNMF will be finalised in coming weeks, and details emailed to all Councils by the start of July 2008.

The proposed subdivision road name process will be finalised by August 2008. Councils will be informed of the subdivision road name process by August, and further workshops will be held at this time to demonstrate to Councils, planners and surveyors the key features of subdivision road naming.

User Notes, Forms and Guidelines
For those who were unable to attend the roadshows, or who want further information, the Road Name Information page has now been updated with the new brochure and forms, the User Guide and User Notes are available online and the VICNAMES website is waiting for your naming submissions!

Delegation of Authority
If your Council have delegated authority for road/feature naming to a particular officer or business unit, please send a copy of these details to the Registrar. We will keep this information on file and it will mean that Council Minutes do not need to be attached to each road name maintenance form.

ESTA- Road Names, Addresses and Emergency Services
The Emergency Services Telecommunications Authority (ESTA) has the statutory duty and responsibility for emergency telecommunications. Each year, over 1.8 million calls are received by ESTA from Victorians needing assistance.

Quality data is essential for ESTA to meet tough performance requirements and stringent accountability measures. As any of our call-takers will tell you, quickly pin-pointing where someone is could potentially save lives.

The message ESTA wishes to convey to Councils is that road and feature naming is critical for emergency response. The Council officers responsible for completing forms, assigning names for new roads, or renaming roads perform important work.

At the workshops participants were reminded of the requirement to consult with emergency services providers prior to registering a name. The Registrar suggests that once potential names for roads, localities or other features have been short-listed, contact is made with the Emergency Services Telecommunications Authority by emailing ESTAMapTechnicalWG@esta.vic.gov.au

This does not necessarily supersede any local arrangements you may have, but if you provide information showing that you have conducted the required map checks against Vicnames, as per the Guidelines, it will be a straight-forward matter to review your proposal.

The email notification will also reach the designated map data professionals from Country Fire Authority (CFA), Metropolitan Ambulance Service (MAS), Metropolitan Fire Brigade (MFB), Victoria Police(VicPol), Victoria State Emergency Service (VICSES) and Rural Ambulance Victoria (RAV). AuCD- Community Domain Names
The workshops provided information on developing a community website using Community Geographic Domain Names (CGDNs) and included the steps involved in applying for a CGDN and website development/sustainability. What support auCD provides and some examples of existing CGDN websites and their community’s experiences.

About CGDNs
CGDNs are geographical website addresses now available for licensing for every suburb and town in Australia (except capital cities), such as: www.ballarat.vic.au, www.koonwarra.vic.au

The CGDNs are solely for the purpose of operating a community website developed for the benefit of the entire local community and should include but not be limited to: events, business and community directories, local news and general information about the community.
