The Digital Cadastre Modernisation (DCM) project has concluded, delivering a significant uplift in the accuracy, consistency, and usability of Victoria’s digital cadastre and Vicmap Property.
About the project
The DCM project was a 4-year, $45 million investment to upgrade Victoria’s digital property data that resulted in significant improvements to Vicmap, Victoria’s foundational spatial data.
More than 3.9 million of Victoria’s 4.2 million parcels were spatially upgraded in Vicmap Property. These upgrades align the digital representation of parcel boundaries more closely with their real-world location.
As a result, many councils and communities now have access to more reliable spatial information. This information will go on to support planning, infrastructure delivery, land management, and everyday decision-making.
The project represented one of the most substantial investments in Victoria’s cadastre in decades. It has delivered lasting improvements to the quality of Vicmap, with ongoing benefits for landowners, council, surveyors and the broader community.
In total, the project involved more than 50 million edits to Vicmap to improve the positional accuracy of the represented parcels. As a result, improved parcels in Vicmap Property now contain an additional quality attribute called ‘Horizontal Positional Uncertainty (HPU)’.
HPU expresses the accuracy of the location of points/lines/polygons contained within Vicmap compared to where a survey verifies their absolute location on the ground (which remains the legal definition of the property boundary).
Some areas of Victoria, however, were not improved before the project’s conclusion in June 2024 (Figure 1). The Department is investigating options to enable future upgrades in these remaining areas. In the meantime, spatial adjustments will focus on new parcel maintenance only.
The Department of Transport and Planning acknowledges the contributions of councils, surveyors and the community in supporting this once-in-a-generation project. The improvements made will remain an enduring asset for Victoria and provide a stronger foundation for spatial information and future innovation.
