Registrar's Requirements for Conveyancing Transactions

SPEAR Electronic Lodgment Network Participation Rules

On 19 September 2025 the Registrar of Titles determined Version 5 of the SPEAR Electronic Lodgment Network Participation Rules under section 23 of the Electronic Conveyancing National Law (Victoria).

Version 5 of the SPEAR Electronic Lodgment Network Participation Rules was published on 20 November 2025 and takes effect on 1 December 2025.

In determining Version 5 of the SPEAR Electronic Lodgment Network Participation Rules, the Registrar adopted, where applicable, the Model Participation Rules developed and approved by the Australian Registrars' National Electronic Conveyancing Council (ARNECC).

National electronic conveyancing – Operating Requirements and Participation Rules

On 19 May 2026, the Registrar of Titles determined Version 7.2 of the Operating Requirements for electronic conveyancing under section 22 of the Electronic Conveyancing National Law (Victoria).

Version 7.2 of the Operating Requirements was published on 22 May 2026 and takes effect on 30 June 2026.

In determining Version 7.2 of the Operating Requirements, the Registrar adopted the Model Operating Requirements developed and approved by the Australian Registrars' National Electronic Conveyancing Council (ARNECC).

On 21 February 2024 the Registrar of Titles determined Version 7 of the Participation Rules for electronic conveyancing under section 23 of the Electronic Conveyancing National Law (Victoria).

Version 7 of the Participation Rules was published on 26 February 2024 and took effect on 28 March 2024.

In determining Version 7 of the Participation Rules, the Registrar adopted the Model Participation Rules developed and approved by the Australian Registrars' National Electronic Conveyancing Council (ARNECC).

Business Activity Reports

The Business Activity Report is an annual report that provides statistics for land registration and property information services conducted through Land Services Victoria. These reports include information such as the number of dealings lodged and registered, and statistics relating to electronic conveyancing.

Property sales statistics

The Valuer-General Victoria releases comprehensive sales data for houses, units, vacant residential land and commercial, industrial and rural properties.
