Review of Victoria's land registry fees
The fees associated with the lodgment of property transactions and plans of subdivision and for searching the Register of land have been reviewed and new fee levels are proposed to commence on 1 July 2026.
The review has determined that land registration and search fees will need to increase to ensure fees cover the cost of delivering modern digital land registry services. The review also proposes simplifying the fee structure to make it easier to understand and consider impacts on different stakeholders and transaction types.
This would be the first overall increase in land registry fees in 20 years. The proposed Regulations recognise that continued investment in digital platforms and improved service delivery is required. This will ensure Victoria's land registry services continue to meet community expectations, are fit-for-purpose, and are world-leading.
Key changes to the proposed regulations include:
- Registry fee amounts will be streamlined into 5 categories to make it easier to understand the fees for each instrument.
- Different fees for paper and electronic lodgment will be removed, reflecting that most services are now electronic-only.
- Restructure of the ad valorem fee to provide fee relief for lower-value property transactions by
- reducing the rate from $2.34 to $1.85 for transactions up to $1 million,
- retaining the existing rate of $2.34 for transactions above $1 million, and
- increasing the fee cap to $7,020 (the amount of the fee for transactions of $3 million).
- Fees for the Registrar’s approval of forms and licences have been removed.
A Regulatory Impact Statement (RIS) that assesses the costs and benefits of the proposed regulations and possible alternative means of achieving the stated objectives has been prepared.
Public comment on the RIS and proposed regulations is now invited.
