Change advisory notice 303 Attribute change in Geographic Names Register (GNR) table

Vicmap Features of Interest Data model v3.6

A change in an attribute name has been made in the GNR table maintained in Vicmap Features of Interest.

The renamed attribute allows more defined progeny of the name source and responds to the changes made in the data delivered from Geographic Names Victoria’s VICNAMES – Register of Geographic Names.

The Aboriginal Origin information will support those organisations that have reporting requirements against the Gender Equality Act 2020, Sustainable Development Goals and Reconciliation Action Plans.

This change is an improvement for customers of Vicmap Features of Interest GNR table.

Incremental Update Format (IUF) customers will not be affected as part of this change.

Change advisory notice 301 - Vicmap Viewer app uplift (PDF, 295.2 KB)

The Vicmap team is uplifting the technology that supports the Vicmap Viewer app. The app is currently a native app available on Google Play and Apple App Store. This app is being migrated to a Progressive Web App (PWA).

Users can access the improved Vicmap Viewer app via this URL on their devices web browser:
https://vicmaptopo.land.vic.gov.au/.

The current Vicmap Viewer app will remain available on Google Play and Apple App Store until 31 October 2023. It will then be decommissioned and unmaintained.
Downloaded instances of the current Vicmap Viewer app will be disabled on 30 November 2023.

Change advisory notice 300 – IUF LGA renamed to Merri-bek (PDF, 108.4 KB)

From the delivery of the IUF seed on 02 July 2023, the Local Government Authority (LGA) Moreland will be renamed to Merri-bek.

The new name, Merri-bek City Council, came into effect Monday, 26 September 2022.

This change to the IUF seed is consistent with previous Merri-bek name changes to Vicmap data, such as in the VMADMIN.LGA_POLYGON table. The recent seed supply has enabled the Department to rename the council in the IUF deliveries.

Changes have been adjusted to reflect the new name on our SFTP server in the recent IUF Seed (02-July-2023) and the first incremental supply (09-July-2023). All subsequent incremental supplies will use the new name.

Change advisory notice 299 Vicmap Basemaps: New Topographic Map Services (PDF, 406.8 KB)

From June 2023, two new services will be added to the Vicmap Basemaps suite of products to complement the existing Aerial, Cartographic and Overlay services:

• Vicmap Topographic (Colour)
• Vicmap Topographic (Greyscale)

These services are available in VicGrid2020 and Web Mercator projections.

This change will affect all users of Vicmap Basemaps. Access to this new product is available as a tile package and a hosted tile service to internal customers (DEECA, DTP and Emergency Services Organisations). It is anticipated that access to external customers will be available from September 2023.

Change advisory notice 298 New Attributes for Geographic Names Register (GNR) table

New attributes are being added to the GNR held in the Vicmap Features of Interest Product.The additional information will enable users to be able to confirm the gazettal details of any given VICNAMES record. In addition, whether a name is of Aboriginal origin and or its gender if applicable.

From the end of May 2023, the process for maintaining Vicmap Property will be slightly altered.

All Vicmap Property customers that utilise the certified plan for planning purposes will not see a revised version of the proposed plan until it is released for lodgement. This means that on average the plan will be take on average 3 more months to be updated to Vicmap.

DEECA is uplifting its enterprise spatial architecture and moving data services to the cloud. This will improve system performance, stability, and disaster recovery.

This change will affect customers accessing Vicmap data as WMS and WFS via the URL services.land.vic.gov.au/catalogue/publicproxy/guest/dv_geoserver

The migration of the DEECA Open Data Platform to the cloud will happen on 27 March 2023. The publication of this notice is given now to allow customers to prepare for the transition.

Change advisory notice 291 Updates to feature terms codelist values for Vicmap Hydro and Geomark (PDF, 404.0 KB)

This change will affect all users of Vicmap Hydro and Geomark.

1. A new feature term ‘water hydrant’ is being added to the Feature Catalogue;
2. The HY_WATER_STRUCTURE_POINT table will be updated with the values described in table 2 being applied to the SUBSTANCE_EXTRACTED attribute; and
3. The Vicmap codelist table HY_SUBSTANCE_EXTRACTED is being updated

This change will enable the efficient integration of additional hydrant data within Vicmap Hydro and Geomark, improving coverage and completeness.

Changes will be reflected in the data from the 28 November 2022.

Two new feature subtypes are being added to the Features Catalogue. This data will be held in Vicmap Features of Interest (VMFOI).

The new feature terms will facilitate the availability of named community features from Parks Victoria.

Due to the release of the new Vicmap Basemaps Vicgrid2020 services the Vicmap Basemaps Vicgrid94 services are now deprecated and will be placed into mature support* and then withdrawn.

This change will affect all users of the Vicmap Basemaps – Vicgrid94 services in GIS desktop and web mapping applications. Customers are encouraged to change their GIS desktop and/or web mapping applications to the new Vicmap Basemaps Vicgrid2020 services specified below in Table 2.
Please note that the URL to the Vicmap Basemaps is unchanged and remains as https://base.maps.vic.gov.au/service?service=wmts&request=getCapabilities.

This change notice alerts customers to a new web page that will now contain the updated Vicmap spatial
upgrade schedule. Customers are encouraged to check this page for the latest information about the order
and progression of the Vicmap spatial upgrade.

This change will affect all Vicmap customers who utilise data for the local government areas undergoing the
spatial upgrade.

REVISED Change Advisory Notice 288.3 Spatial Upgrade of Multiple Vicmap Products  (PDF, 636.0 KB)

Vicmap customers will already be aware that the Digital Cadastre Modernisation (DCM) Program has moved into the integration phase, where we are spatially upgrading Vicmap with the adjusted parcel data. The data integration work is progressing, and we anticipate the completion of data integration for the first four LGAs by 14 November 2022.
This change notice provides an updated Vicmap integration schedule until 12 December 2022.
Additionally, the last version of Vicmap data for an LGA, before the DCM integration takes place, will be made available for customers. The Department is making this unmaintained data available as interim support for customers who may not be ready to transition to the upgraded Vicmap data.

REVISED Change Advisory Notice 288.2 - DCM integration reschedule

Due to operational issues around loading the DCM adjusted LGA data into the Vicmap statewide datasets, the data integration phase of the Digital Cadastre Modernisation Program has been rescheduled. This will allow the necessary time to resolve these issues. A delay of approximately four weeks is anticipated.

This change will affect all Vicmap customers who consume data for the following Local Government Areas:

• Hobsons Bay City Council
• Borough of Queenscliffe
• Brimbank City Council
• Nillumbik Shire Council

Change advisory notice 288.1 Vicmap Data Upgrade for City of Hobsons Bay

Land Use Victoria is undertaking a spatial upgrade to Vicmap Property and all Vicmap products that either align to or are constrained by the parcel data. For a full list of Vicmap products affected please refer to Vicmap Change Notice #288. This spatial upgrade will deliver to Vicmap customers a more accurate, digitally driven and enhanced spatial data service.

On 17 October 2022 Vicmap Spatial Services will publish the first spatially upgraded area within Vicmap Property, being City of Hobsons Bay. This delivery date is one week later than originally scheduled due to operational delays.

Between 3 and 14 October Vicmap Spatial Services will implement the upgrade to multiple Vicmap products and there will be no updates or editing services available for City of Hobsons Bay during this time.

On Monday 17 October, Vicmap products for the Hobsons Bay local government area will reflect adjusted parcel boundaries based on the work from digital cadastre modernisation.

This change will affect all users of Vicmap products accessing data over the City of Hobsons Bay area that are either aligned to or are constrained by the parcel data. Any customers with business data aligning to the parcel fabric for the area need to be aware that these changes are taking place in October 2022.

Changes will be reflected in the data from Monday 17 October 2022.

Change advisory notice 288 Spatial Upgrade of Multiple Vicmap Products

Land Use Victoria is undertaking a spatial upgrade to Vicmap Property and all Vicmap products that either align to or are constrained by the parcel alignments. This spatial upgrade will deliver to Vicmap customers an improved, digitally driven and enhanced spatial data service.

We will start integrating the outputs of the Digital Cadastre Modernisation spatial upgrade into Vicmap Products in October 2022.

This change will affect all users of Vicmap data sets that are either aligned to or are constrained by the parcel alignments. Any customers with data that aligns to the parcel fabric for the State needs to be aware changes will be taking place progressively LGA by LGA according to the schedule.

Anyone who uses Incremental Update File (IUF) data supply format will, at some stage during the next 16 months, encounter a larger than normal incremental files for the LGAs in their area of interest.

Change Advisory Notice 286 Vicmap Property modified domain values for the ADJUSTED attribute in the CAD_POINT table

From 31 May 2022, the domain values of the attribute ADJUSTED within the CAD_POINT table will be modified. The change will replace the existing 'Y' and ‘N’ domain values to provide customers additional adjustment status information.

This change will affect all Vicmap Property customers that receive supplies utilising the following Vicmap Property data models:

• Vicmap Property (Standard) Version 5.0
• Vicmap Property Simplified 1 Version 4.0

The Vicmap Property Simplified 2 and the Vicmap Land Administration Themes Incremental Update Format data models do not include the CAD_POINT table and therefore are not affected by this change.

Change Advisory Notice 285 Vicmap as a Service – Change of URL for Vicmap Vegetation Tree Urban (PDF, 408.8 KB)

The hosting environment for the Vicmap as a Service (VaaS) feature layer – Vicmap Vegetation Tree Urban - is changing which will require a URL change for the REST and WFS end points.

The Vicmap Vegetation Tree Urban feature layer is currently hosted on the ArcGIS Online platform due to its large storage requirement it will be moving to the Departments ArcGIS Enterprise (MapshareVic) platform to better manage the service.

This change will affect all users of the VaaS Vicmap Vegetation Tree Urban hosted feature layer (REST) service and WFS in GIS desktop and web mapping applications. Customers are advised to update their GIS desktop and/or web mapping applications to the new URL’s.

This amendment explains the revision of Vicmap Change Notice #284 published 7/04/2022.

Due to the pending release of the new service “Vicmap Basemaps - Web Mercator 256px - Overlay” the non-standard service “Vicmap Basemaps - Web Mercator - Overlay” that is constructed of 512 pixels x 512 pixels size will be placed into mature support* and then withdrawn.

The Vicmap Basemaps - Web Mercator - Overlay (512px) service does not comply with the Web Map Tile Service (WMTS) standards of the commonly used Google Maps convention. This change will see the tile size change from 512 pixels x 512 pixels to 256 pixels x 256 pixels for the Vicmap Basemaps - Web Mercator – Overlay service.

This change will affect all users of the Vicmap Basemaps – Web Mercator – Overlay service in GIS desktop and web mapping applications. Customers are encouraged to change their GIS desktop and/or web mapping applications to the new Vicmap Basemaps – Web Mercator 256px – Overlay service.

Please note that there is no impact on the “Vicmap Basemap - Web Mercator – Aerial” services.

Change Advisory Notice 282 Vicmap Planning new Transport Zone (TRZ) (DOCX, 90.6 KB).

VicPlan Road Zones (RDZ) and Public Use Zone 4 (PUZ4) – Transport zone are being replaced by a new Transport Zone (TRZ) because of amendment VC205 to all planning schemes.

This affects the Vicmap Planning dataset, PLAN_ZONES.

This change will affect all users of Vicmap Planning.

This happened when amendment VC205 was gazetted on Thursday 20 January 2022.

The late notice of these changes was brought about by the approval of amendment VC205.

Rail trails are being removed from Vicmap Transport TR_RAIL.

Change 281.1 Vicmap Hydro new feature code type (reservoir)will affect all users of Vicmap Hydro and Geomark.

A new feature type code ‘reservoir’ is being added to HY_WATER_AREA_POLYGON. Reservoirs currently with feature type code ‘WB_LAKE’ will be changed to feature type code ‘RESERVOIR’.

Changes will be reflected in the data from the 03 April 2022.

There are no data model changes associated with this change.

Rail trails are being removed from Vicmap Transport TR_RAIL.

Rail trails are now represented as feature type trail in TR_ROAD. They are held as feature type code ‘trail’ within TR_ROAD. They can be identified by extracting EZI_ROAD_NAME like '%RAIL TRAIL'.

This change will affect all users of Vicmap Transport and Geomark.

Changes will be reflected in the data on 6 February 2022.

REVISED: Change 272.3 Vicmap Property Data Model Upgrade

This amendment explains the revision of Vicmap Change Notice #272.2 published 10/10/2021.

In October 2021, the Vicmap Property data models were updated in preparedness for incorporating the Digital Cadastral Modernisation (DCM) spatially improved cadastral alignments.

The Vicmap Land Administration Themes (VLAT) Incremental Update Format (IUF) will not be changed until the creation of the next creation of the seed files.  Changes to VLAT IUF will be reflected in the data from the 20 June 2022.

Change Advisory Notice 278 Vicmap Admin electoral boundaries (DOCX, 82.4 KB)

Data Model Vicmap Admin Version 20.0 (PDF, 558.6 KB) to support change.

From 2 December 2021, STATE_COUNCIL_2022 and STATE_ASSEMBLY_2022 are being added to Vicmap Admin.

From February 2023,  STATE_COUNCIL_2013 and STATE_ASSEMBLY_2013 will be withdrawn from Vicmap Admin (three months after the state election).

Customers of electoral boundary data should note that two state council datasets and two state assembly datasets will remain in Vicmap Admin until February 2023 (three months after the state election).

The withdrawal of STATE_COUNCIL_2013 and STATE_ASSEMBLY_2013 will affect users of Vicmap Admin.  Incremental Update Format (IUF) customers will not be affected as part of this change.

STATE_COUNCIL_2013 and STATE_ASSEMBLY_2013 will still be available as an individual datasets from Datashare.

Changes will be reflected in the data from the 3 December 2021.

The Vicmap Powerline dataset has now been released and added as the first dataset in the Vicmap Infrastructure product.

The new Vicmap Powerline dataset will be made available from 8 October 2021. The Powerline dataset will be retired and removed from Vicmap Features of Interest on 17 January 2022.

Supporting datasets will be withdrawn from the Vicmap portfolio after 5/1/2022.

This change will affect selected Vicmap users, particularly those using: Vicmap Address, Vicmap Administration, Vicmap Property and Vicmap Transport.  Many Vicmap customers will not have access to these datasets so they will not be affected by this change.

The new date for release of the revised Vicmap Property data model will be 15 October 2021.

The EL_RELIEF_AREA table will be added to Vicmap Elevation from 12/08/2021.
